Globalization of IT Resources

Here's an article with a perspective on the issue of offshore software development that is similar to my own. The point made is that the most promising modern methodologies (RAD, eXtreme Programming, Agile Modeling) aren't well-suited to off-shore outsourcing. My own similar thought is that programming talent can be imported but innovation (so far, and as long as the US and Western Europe maintain their lead in the utilization of technology) can not be imported. I personally encourage everyone who is worried about their future in IT to address the question "How do I innovate?", and focus their skills development and career path to strengthen their answer.
